Rule 11, Section 2: Motions on a Different Subject Offered as Amendments. "Proposition" as used in this section shall include a bill, resolution, joint resolution, or any other motion which is amendable.
Rule 4, Section 40: The committee may adopt and report a complete germane committee substitute containing the title, enacting clause, and text of the bill in lieu of an original bill, in which event the complete substitute bill on committee report shall be laid before the house and shall be the matter then before the house for its consideration, instead of the original bill. If the substitute bill is defeated at any legislative stage, the bill is considered not passed.
