Caption: Relating to neglect of a child and the grounds for termination of the parent-child relationship and possession of a child by the Department of Family and Protective Services.

HB 1151 revises the Family Code to specify that certain parental decisions, such as homeschooling, declining vaccinations for reasons of conscience, or providing low-THC cannabis under a physician's prescription, cannot solely be used as grounds for termination of parental rights or as evidence of neglect. It also provides that refusal to administer psychotropic medications or use alternative healthcare methods does not constitute neglect unless it poses a significant risk to the child's health.
