HB 158 directs the Texas Department of Housing and Community Affairs (TDHCA) to conduct a feasibility study on using surplus government property for housing veterans and low-income families. The study must assess available surplus government properties (federal, state, or local) and evaluate the potential for developing housing units on these properties. Additionally, the study will explore funding sources, including federal and state tax credits, donations, and rent payments. TDHCA is required to consult with local housing authorities and other experts, and submit a report to the legislature by November 1, 2026. The Act expires on September 1, 2027.
