HB 175 proposes amendments to the Texas Government Code to establish optional certifications for child-care providers within the Texas Rising Star Program, a quality rating system for early childhood education providers. The bill mandates that the Texas Workforce Commission (TWC) create additional certifications, including one specifically for providers who incorporate inclusive practices for children with disabilities. Providers who obtain these certifications will be eligible for increased reimbursement rates, capped at the rate provided to a two-star Texas Rising Star Program provider.
