Caption: Relating to exemptions to competitive requirements for purchases of certain services by a municipality.
Initially Referred to House Intergovernmental Affairs Committee, chaired by a Republican

HB 223 amends Section 252.022 of the Texas Local Government Code, specifically refining the exemptions from competitive procurement requirements for municipalities. Under the proposed change, municipal expenditures for lobbying, government relations, or services intended to influence state or federal lawmakers on behalf of the municipality will no longer qualify for competitive procurement exemptions. This bill ensures that contracts for lobbying services will be subject to standard procurement processes, promoting transparency and competition. The Act will take effect on September 1, 2025.
