This bill would cost taxpayers $9,051,762.00 over five years, according to the Legislative Budget Bureau.
HB 426 mandates that Medicaid and the Child Health Plan Program (CHIP) provide full coverage and reimbursement for cranial remolding orthoses prescribed for children diagnosed with specific cranial conditions. The bill defines a cranial remolding orthosis as a custom-fitted medical device used to correct cranial deformities, improve function, or relieve symptoms of structural cranial diseases. Coverage is required for children diagnosed with craniosynostosis or conditions like plagiocephaly and brachycephaly, provided the child is between 3 and 18 months old, has not responded to conservative therapy for at least two months, and meets certain anthropometric criteria. Reimbursement must be equivalent to that provided for other orthotics under Medicaid. If federal waivers are necessary to implement this provision, the state agency must request authorization before proceeding. The act takes effect on September 1, 2025.
