Caption: Relating to the determination and reporting of the number of residence homesteads of certain property owners for which the owner is receiving certain ad valorem tax benefits.

HB 851 requires chief appraisers in appraisal districts to determine the number of residence homesteads receiving specific ad valorem tax benefits, such as tax increase limitations or deferred tax collections, and to report this data annually to the comptroller. The comptroller must then compile a statewide report, including district-level data, and submit it to key state officials by November 1 of each tax year. The provisions apply to tax years beginning on or after January 1, 2026.
