SB 241 prohibits local governments from discouraging enforcement of public camping bans and requires Texas Department of Housing and Community Affairs approval for designated homeless camping sites. It establishes complaint processes, mandates enforcement actions, and allows state agencies to recover costs for enforcing public camping bans. Violating local governments face financial penalties through deductions in sales tax revenue distributions.
