Caption: Relating to a prohibition on the authorization by the Texas Commission on Environmental Quality of the use of a Class V injection well for certain aquifer storage and recovery projects.

HB 1523 proposes to amend the Water Code to prohibit the Texas Commission on Environmental Quality from authorizing the use of Class V injection wells for aquifer storage and recovery projects under specific circumstances. The prohibition applies to wells located in territories of groundwater conservation districts that are within counties meeting defined population criteria and geographical relationships to other populous counties. Specifically, this includes municipally owned utilities serving cities with populations exceeding 750,000 located in certain neighboring counties
