Caption: Relating to a matching grant program for technological enhancements at hospitals providing mental health care services.
Initially Referred to House Public Health Committee, chaired by a Republican
HB 1621 establishes a matching grant program to enhance the technological capabilities of hospitals providing mental health care services in Texas. The program applies to hospitals licensed under Chapters 241 and 577 of the Health and Safety Code. Eligible hospitals must demonstrate how the grant money and matching funds will improve mental health care services, align with federal technology standards under the 21st Century Cures Act, and meet additional criteria set by the commission. Hospitals are required to provide non-state matching funds equal to 25% of the grant amount, which can be raised through gifts, grants, or donations. The funds may be used for certified electronic health data platforms, expanding health information interoperability, improving access to digital health records and services, enhancing IT infrastructure for privacy and security, and integrating mobile devices to improve care efficiency. The commission is authorized to solicit funding, adopt rules for implementation, and is required to submit a biennial report to the legislature on the program's outcomes.
