Caption: Relating to hearing and public notice requirements regarding the conversion by a municipality of certain properties to house homeless individuals.

SB 617 introduces new requirements for municipalities converting properties into housing for homeless individuals. The bill mandates public hearings at least 90 days before such conversions commence, with hearings to be held within a one-mile radius of the property. It requires municipalities to provide notice of the hearing via mail to residences and businesses in the area no later than 36 hours before the hearing. The law allows affected individuals to seek injunctive relief for noncompliance and specifies that it overrides conflicting municipal charter provisions. The bill exempts conversions for temporary housing during natural disasters, declared emergencies, or life-threatening public emergencies.
