SB 711 introduces new regulations for property owners' associations, including requiring condominium associations with more than 60 units or those contracting with a management company to post dedicatory instruments online. It also mandates electronic filing of management certificates with the Texas Real Estate Commission and limits fees for resale certificates to $375. The bill provides exceptions for certain fencing requirements and updates rules for architectural review authorities.
