HB 1820 amends the Texas Code of Criminal Procedure to allow the expunction of arrest records and files in cases where a grand jury fails to find probable cause that the accused committed the alleged offense. It establishes that individuals are entitled to such expunctions even when no indictment or formal charges are presented, provided that the specified conditions are met. The law applies retroactively and will take effect on September 1, 2025.
