HB 1868 modifies the performance tier funding model under the Texas public junior college state finance program by revising measurable outcomes used for funding decisions. It includes additional weighting for credentials of value leading to high-demand occupations, recognizes students who earn at least 15 semester credit hours and either transfer to a four-year institution or participate in structured co-enrollment programs, and adjusts the credit-hour threshold for dual credit or dual enrollment course completion from 15 to nine semester credit hours. These changes aim to align funding incentives with workforce needs and student success metrics.
