HB 1887 revises the procedures for accessing birth records of adopted persons in Texas. The bill allows adopted individuals, or their adult descendants, siblings, surviving spouses, or adoptive parents, to request a noncertified copy of the adopted person's original birth certificate without a court order, provided the adopted individual was born in Texas, is at least 18 years old, and a supplementary birth certificate was issued. The request must be accompanied by proof of identity. The state registrar is authorized to collect a fee for providing the noncertified copy, equivalent to the fee for other noncertified birth certificate copies, and must issue the document within the standard timeframe for such requests. These provisions are effective from July 1, 2026, though the act itself becomes effective September 1, 2025.
