This bill would cost taxpayers $988,301,363.00 over five years, according to the Legislative Budget Bureau.
HB 1939 provides a financial incentive for school districts to prepay their attendance credit obligations under Texas' school finance system. Districts that fully pay their required amount by February 15 of a given school year receive a 4% reduction in the total payment. The incentive applies after any other applicable reductions and is designed to encourage early payments, potentially easing the financial management burden on the state.
