HB 1990 seeks to limit liability for owners, lessees, and occupants of nonagricultural land concerning damages or injuries arising from certain circumstances. These include actions by peace officers, federal law enforcement officers, firefighters, trespassers, or third parties entering the land without permission, as well as damages caused by wildlife or acts of God. The bill also clarifies that liability is not limited in cases involving willful misconduct or gross negligence by the property owner or lessee.
