Caption: Relating to the consideration of water conservation by the Texas Commission on Environmental Quality when determining whether to grant or deny a petition for the creation of a municipal utility district.
Initially Referred to House Land & Resource Management Committee, chaired by a Republican
HB 2015 requires that petitions for the creation of municipal utility districts include a water conservation plan that complies with existing state requirements. It also mandates that the Texas Commission on Environmental Quality (TCEQ) consider water conservation efforts when evaluating petitions for new districts. The bill takes effect on September 1, 2025, and applies to petitions submitted on or after that date.
