SB 781 amends the Occupations Code to require law enforcement agencies to maintain a department file for each license holder they employ. These files must include any documentation not covered in the agency's personnel files, including records of alleged misconduct not supported by sufficient evidence. The files are accessible to hiring law enforcement agencies and the Texas Commission on Law Enforcement for investigations but are otherwise confidential and exempt from public disclosure under the Texas Public Information Act.
