Caption: Relating to limitations on the use of public money under certain economic development agreements or programs adopted by certain political subdivisions.

SB 878 proposes new limitations on the use of public funds for economic development programs established by municipalities and counties. The bill prohibits the granting of ad valorem tax relief under Chapter 380 and 381 of the Local Government Code but allows loans and grants in conjunction with tax abatement agreements. It also introduces requirements for public hearings, public disclosures, and performance metrics for economic development agreements. Agreements would be limited to a maximum of 10 years with renewals permitted for up to 25 years in total.
