Caption: Relating to certain policies and procedures for health care specialty consultations in certain child abuse or neglect investigations and assessments.

HB 2071 proposes changes to the policies and procedures used in child abuse and neglect investigations, specifically regarding specialty medical consultations. The bill mandates that physicians providing such consultations must not have been involved in the initial report of suspected abuse or in any previous case reviews related to the child. It also requires that the Department of Family and Protective Services provide parents or legal guardians access to all medical records related to the investigation before referring a case for specialty consultation. Additionally, it establishes that parents or guardians have the right to seek an alternative medical opinion and cannot be obstructed from doing so by the department or healthcare providers involved in the investigation.
