SB 942 proposes amendments to the Texas Family Code to expand the circumstances under which courts may order retroactive child support. The bill establishes a presumption that it is reasonable and in the best interest of the child for a court to order retroactive child support starting from the earliest possible date of the child's conception, which can be determined by medical evidence or other testimony. It also allows courts to order the obligor to pay an equitable portion of prenatal and postnatal healthcare expenses for both the mother and child. The bill further requires courts to confirm and render a cumulative judgment for the total amount of retroactive child support owed. These provisions apply to court orders rendered on or after the bill's effective date of September 1, 2025.
