SCR 9 urges the United States Congress to propose and submit to the states for ratification the "Keep Nine" amendment to the U.S. Constitution. The amendment would establish that the U.S. Supreme Court shall be composed of nine justices, maintaining its current structure. The resolution emphasizes the importance of an independent Supreme Court as a vital element of the system of checks and balances and aims to prevent changes to the number of justices that could undermine the court's independence. The Texas Secretary of State is directed to forward copies of this resolution to the president, Congressional leaders, and the Texas Congressional delegation, requesting its inclusion in the Congressional Record.
