Initially Referred to House Intergovernmental Affairs Committee, chaired by a Republican This bill would cost taxpayers $371,000.00 over five years, according to the Legislative Budget Bureau.
HB 2142 mandates the Texas Department of Housing and Community Affairs to conduct a study on addressing homelessness using partnerships between institutions of higher education, private entities, and local governments. It includes exploring small dwelling units and community development programs. A report with findings and legislative recommendations must be submitted by December 31, 2026. The bill expires on September 1, 2027.
