HB 2145 requires that all state-owned parking lots and garages constructed on or after September 1, 2025, include an adequate number of electric vehicle (EV) charging stations. The Texas Facilities Commission must determine the appropriate number of charging stations based on factors such as the number of registered and anticipated EVs, the use of the parking facilities by state employees and the public, the type and rate of charging technology, and the expected demand for charging at each site. The commission, in consultation with the State Energy Conservation Office, must adopt guidelines specifying the types and scope of EV charging stations required, tailored to the size and intended use of the parking facilities.
