HB 2186 establishes registration requirements for elevator mechanics, elevator apprentices, and contractors under the Texas Department of Licensing and Regulation. Elevator mechanics and apprentices must register annually, meet training or experience qualifications, and complete continuing education. Contractors must also register and maintain liability insurance. The Texas Commission of Licensing and Regulation must adopt implementation rules by March 31, 2026, with compliance deadlines starting November 1, 2026.
