Caption: Relating to policy-making authority of constables for the purpose of a federal civil rights action.
Initially Referred to House Judiciary & Civil Jurisprudence Committee, chaired by a Republican
HB 2242 grants Texas constables the authority to act as final policymakers in law enforcement matters for their counties in federal civil rights lawsuits brought under 42 U.S.C. Section 1983. This change would make counties potentially liable for policy decisions made by constables in cases alleging civil rights violations.
