SB 961 enhances Medicaid fraud prevention and eligibility verification by mandating periodic electronic data matches to verify recipients' income. It prohibits the Health and Human Services Commission from waiving these verification requirements. The bill also requires monthly checks with the Texas Lottery Commission and Internal Revenue Service to flag Medicaid recipients with large gambling or lottery winnings and mandates quarterly checks for voter registration cancellations to assess continued eligibility. Additionally, it eliminates self-attestation for certain eligibility criteria and expands definitions of Medicaid fraud.
