SB 986 makes changes to the Texas Public Information Act by streamlining procedures for responding to public information requests. It allows government agencies to expedite responses without seeking an Attorney General opinion under certain conditions, imposes penalties on agencies that make bad faith requests for Attorney General decisions, and establishes training requirements for public information officers. The bill also creates an appeals process for requestors who believe their requests have been improperly denied and introduces financial penalties for government entities that withhold public records in bad faith.
