HB 2310 requires the Texas Education Agency, in coordination with the Health and Human Services Commission and the Texas Workforce Commission, to develop a strategic plan for improving and expanding early learning and educational opportunities for young children with disabilities. The plan must focus on increasing inclusion in prekindergarten programs, early childhood special education, and subsidized childcare programs. It will identify existing barriers, propose regulatory or funding changes, and recommend strategies for improving provider training, leveraging resources, streamlining transitions between early education programs, and fostering collaboration between childcare providers and public schools. The first strategic plan must be published by September 1, 2026, and updated every four years.
