SB 1032 expands eligibility for participation in the Governor's University Research Initiative (GURI) by allowing private or independent institutions of higher education to receive matching grants under the program. The bill amends Section 62.161(2) of the Education Code to redefine "eligible institutions" to include these private institutions alongside public universities and medical or dental units. It also modifies Section 62.163(d) to remove restrictions that previously prohibited institutions from using GURI funds to recruit distinguished researchers from private universities or other eligible institutions. These changes aim to enhance Texas' ability to attract top-tier researchers by increasing the number of institutions that can participate in the initiative.
