This bill would cost taxpayers $809,164.00 over five years, according to the Legislative Budget Bureau.
SB 1036 establishes a regulatory framework for residential solar retail transactions, requiring solar retailers and salespersons to register with the Texas Department of Licensing and Regulation (TDLR). The bill sets licensing and insurance requirements, mandates disclosure obligations for solar sales contracts, and creates penalties for misleading sales practices. It includes consumer protection measures, such as a five-day cancellation period for solar contracts and a limit on deceptive advertising claims. The legislation also allows the Public Utility Commission to develop consumer education materials and imposes administrative and civil penalties for violations. Certain exemptions apply to licensed electrical contractors, and the bill preempts municipal regulations in conflict with its provisions.
