SB 1024 imposes restrictions on the issuance of anticipation notes and certificates of obligation by local governments. It prohibits a governing body from authorizing such financial instruments to fund a project if a bond proposition for the same purpose was submitted to voters within the previous five years and failed. However, exceptions are allowed in cases of natural disaster response, federal court orders, or legal compliance issues. The bill extends the waiting period from three years to five years for issuing certificates of obligation when a similar bond measure has been rejected by voters.
