SB 1049 allows public school students to receive excused absences to attend religious instruction courses, known as "released time courses." It mandates that school districts and charter schools adopt policies to excuse students for one to five hours per week upon parental request. The bill includes provisions ensuring that the private entities offering these courses maintain attendance records, assume liability, and provide transportation. It prohibits public funds from being used for these courses and restricts them from being held on school property unless allowed under a neutral access policy.
