SB 1059 prevents municipalities from proposing charter amendments that conflict with state law. It amends the Local Government Code to explicitly prohibit home-rule municipalities from submitting proposed charter amendments to voters if implementing the amendment would contradict existing Texas statutes. This measure reinforces state preemption over local governance and limits the ability of municipalities to enact policies inconsistent with state law.
