SB 1065 mandates that contracts for the use of property owned or leased by governmental entities must include provisions allowing licensed handgun holders to carry firearms unless specifically prohibited by law. Contractors who attempt to restrict licensed handgun carriers through signage or other means may face civil penalties, ranging from $1,000 to $10,500 per violation. The Texas Attorney General is authorized to investigate complaints and file lawsuits to enforce compliance. The penalties collected will be deposited into the Compensation to Victims of Crime Fund.
