HB 2399 requires courts handling child welfare cases to provide detailed written findings when determining that a child's parents are unwilling or unable to provide a safe environment. The court must explicitly state the facts and circumstances supporting its decision rather than simply referencing the case record. These requirements apply to both initial child removal hearings and subsequent permanency hearings under the Texas Family Code.
