SB 1099 increases the criminal penalties for certain offenses when committed by an individual classified as an "alien" under Texas law. If a noncitizen is convicted of a felony (other than a capital felony), the punishment is enhanced to the next highest category of offense. For first-degree felonies, the minimum prison sentence is raised to 15 years.
