Caption: Relating to increasing the criminal penalty for certain offenses committed by an alien.

SB 1099 increases the criminal penalties for certain offenses when committed by an individual classified as an "alien" under Texas law. If a noncitizen is convicted of a felony (other than a capital felony), the punishment is enhanced to the next highest category of offense. For first-degree felonies, the minimum prison sentence is raised to 15 years.
