Caption: Relating to the use of installment premium payment plans on Texas Windstorm Insurance Association policies.
Initially Referred to House Insurance Committee, chaired by a Republican
Last Referred to Senate Business & Commerce Committee, chaired by a Republican
HB 2518 prohibits the use of premium financing arrangements for insurance policies issued by the Texas Windstorm Insurance Association (TWIA). Instead, the bill requires TWIA to provide installment payment options directly to policyholders, allowing them to pay premiums over time without additional cost. The law also maintains TWIA's ability to accept credit card payments and permits TWIA to charge a processing fee for credit card transactions, but the fee must not exceed the actual cost incurred. The changes apply to policies issued or renewed on or after January 1, 2026.
