HB 2520 seeks to amend the Texas Open Meetings Act by expanding the definition of "governmental body" to include additional entities, such as boards of managers appointed under the Education Code. The bill also modifies notice requirements by mandating that meeting agendas be sufficiently specific to inform the public about all topics to be discussed, particularly those of special interest. Additionally, it revises the rules regarding closed meetings for personnel matters, clarifying that certain discussions affecting a class of employees must be conducted in public unless an individual employee requests otherwise.
