Caption: Relating to the imposition by a municipality of a moratorium on property development in certain circumstances.

HB 2559 revises municipal moratorium procedures for property development. The bill increases the public notice and hearing requirements for imposing a moratorium on development and eliminates temporary moratoriums that automatically take effect before formal approval. It also limits municipal moratoriums to a maximum of 180 days and prohibits cities from enacting a new moratorium on the same type of property in the same area within two years of a previous moratorium's expiration. These changes are designed to prevent excessive delays in property development while still allowing municipalities to regulate growth.
