HB 2581 increases reporting requirements for service providers under the Thriving Texas Families Program, which provides pregnancy-related resources and services. The bill mandates that network contractors and service providers requesting payment must submit detailed records, including an anonymized client number, verification of services provided, the date/time of each interaction, and an itemized list of services. The Health and Human Services Commission (HHSC) must create and publish a standardized reporting form by November 1, 2025, with mandatory compliance beginning December 1, 2025.
