SB 1150 increases oversight and accountability for inactive oil and gas wells under the jurisdiction of the Texas Railroad Commission. The bill prohibits operators from extending the deadline for plugging a well that has been inactive for more than 15 years unless they secure a special exception from the commission or commit to a compliance plan requiring plugging or reactivation by September 1, 2040. It also mandates annual reporting on the number, age, and status of inactive wells, along with details on plugging costs and operator compliance records.
