SB 1169 expands the authority of public utility agencies (PUAs) in Texas by granting them the ability to issue bonds, acquire public utilities, and impose special assessments to fund infrastructure projects. The bill amends the Local Government Code to clarify that PUAs are separate political entities with corporate powers, allowing them to function similarly to municipalities regarding utility service operations. It permits PUAs to use revenue bonds and special assessments to finance water, sewer, and other utility projects. Additionally, the bill enhances ratepayer protections by allowing consumers to appeal rate changes to the Public Utility Commission of Texas (PUC). It also updates procedures for adding or withdrawing participating public entities from PUAs and establishes liability and investment mechanisms for water infrastructure projects.
