The bill requires photos of cardholders on EBT cards, along with the state's fraud hotline number and website for reporting fraud. It also mandates annual reporting on the frequency of replacement card requests, aiming to detect potential misuse or fraud. Certain individuals - including those who are elderly, disabled, victims of domestic violence, or homeless - are exempt from the photo requirement. The bill includes a phased implementation requiring full compliance by August 31, 2028.
