This bill would cost taxpayers $34,871,183.00 over five years, according to the Legislative Budget Bureau.
SB 1183 introduces new security measures for Electronic Benefits Transfer (EBT) cards used in Supplemental Nutrition Assistance Program (SNAP) and financial assistance programs. The bill requires photos of cardholders on EBT cards, along with the state's fraud hotline number and website for reporting fraud. It also mandates annual reporting on the frequency of replacement card requests, aiming to detect potential misuse or fraud. Certain individuals - including those who are elderly, disabled, victims of domestic violence, or homeless - are exempt from the photo requirement. The bill includes a phased implementation requiring full compliance by August 31, 2028.
