SCR 13 urges the U.S. Department of State and the International Boundary and Water Commission to take action to ensure that Mexico fulfills its water delivery obligations under the 1944 Treaty on the Utilization of Waters of the Colorado and Tijuana Rivers and of the Rio Grande. The resolution highlights that Mexico is significantly behind on its required water deliveries, with a shortfall of 984,814 acre-feet in the current five-year cycle. The resolution also notes that increased agricultural production in Chihuahua has exacerbated water shortages in the Rio Grande Valley, leading to economic losses, housing development delays, and increased water costs for rural communities. The Texas Legislature calls for immediate diplomatic action to prioritize the enforcement of water deliveries to the United States.
