Caption: Relating to the regulation of motor vehicle booting.
Initially Referred to House Licensing & Administrative Procedures Committee, chaired by a Republican
HB 2614 proposes new regulations on motor vehicle booting in parking facilities. It amends the Occupations Code to require that local regulations on booting companies be at least as stringent as state laws. The bill mandates that a vehicle must be observed violating parking rules for at least 30 minutes before it can be booted, and a booting company must place a conspicuous notice on the vehicle's windshield or driver's side window at least 30 minutes before installing the boot. The notice must inform the owner that the vehicle will be booted, include the time of installation, provide a 24-hour contact number for boot removal, state the fee for removal, and notify the owner of their right to a hearing. Additionally, booting may only occur during the operating hours of the property served by the parking facility, with exceptions for residential properties, healthcare facilities, and government-owned properties that provide administrative or public services.
