SB 1194 proposes the creation of the Central Texas Water Alliance, a regional water authority intended to manage and oversee water resources in Central Texas. The alliance would be empowered to issue bonds, impose fees, and exercise eminent domain. It is established as a regional water authority under Section 59, Article XVI of the Texas Constitution. The bill defines the alliance's territory, which includes Bell County, Bell County Water Control and Improvement District No. 1, Clearwater Underground Water Conservation District, and McLennan County, with provisions for adding or removing sponsors. The alliance would be governed by a board of directors, with members appointed by its sponsors. It is authorized to acquire, develop, and manage water supply infrastructure, wastewater treatment facilities, and other related systems. Additionally, it may set rates and fees, enter into contracts with public and private entities, and issue bonds without requiring voter approval.
