HB 2637 makes multiple changes to the jury selection process in Texas, including new fees, exemptions, and disqualifications for grand and petit jurors. The bill introduces a $50 jury fee for civil trials, requiring parties to file a written demand for a jury at least 30 days before trial. The revenue from this fee is deposited into the county jury fund. The bill revises grand jury qualifications, clarifying that individuals convicted of felony or misdemeanor theft are permanently disqualified from service. It also creates a permanent exemption from grand jury service for individuals aged 75 and older, allowing them to file for permanent removal from the jury list. The bill streamlines jury disqualification reporting, requiring district clerks to submit monthly lists of disqualified jurors to the Secretary of State, county voter registrars, and prosecutors. Additionally, the bill revises jury exemptions by expanding eligibility for students, caretakers, and elderly individuals. It also standardizes the disqualification process for non-citizens, non-residents, and convicted felons, making it mandatory for clerks to remove disqualified individuals from jury wheels and report them to voter registrars and prosecutors for potential fraud investigations.
