Caption: Relating to the registration of frac tanks.

HB 2686 requires the Texas Department of Motor Vehicles to issue a distinguishing license plate for frac tanks that does not expire or require an annual registration renewal to remain valid. The license plate number assigned to a frac tank may remain with the tank as long as it is renewed or until the tank is removed from service or sold. The bill also exempts frac tanks displaying the special license plate from the requirement to carry a registration receipt under Section 621.002 of the Transportation Code. It defines a frac tank as a high-volume holding vessel used for separating, storing, or temporarily holding materials involved in oil and gas fracturing operations.
